Mr President, it was entirely natural that the members of the Committee on Civil Liberties, Justice and Home Affairs should take an interest in standardising and simplifying the procedure for integrated border management and in migration, asylum policy, crime prevention and the prevention of human trafficking on the one hand, at the same time as in promoting the rule of law, the independence of courts and good administrative practices as laid out in the European Neighbourhood and Partnership Instrument. We cannot jointly fight crime or build border infrastructure if the funds allocated for this purpose sink in a mire of corruption or incompetence. That is why I wish to stress that the members of the Committee on Civil Liberties, Justice and Home Affairs are counting on the fact that practical support in the fight against crime and human trafficking will go hand in hand with support for an independent legal system, good administration and civil liberties. This is necessary in order to achieve a balance between costs and benefits, and so that the demands and the profits are balanced in such a way as to ensure that our neighbours will not only be aware of the weight of their obligations but also perceive values that, to them, seem independently and convincingly necessary for a better, safer life."@en1
