"It is regrettable that the European Parliament has not heeded the 1% target of the G6 countries but has instead worked for a budget framework far in excess of this amount. The agreement also lacks ambition in respect of the necessary reforms of both agricultural policy and regional policy. Within the framework of a long-term budget of 1% of GNI, there must also be room to invest in scientific research and to support enlargement. The overhaul of the EU’s system of financing must not under any circumstances cause the EU to be granted its own right to levy taxes, and it is therefore unfortunate that there are wordings that implicitly suggest that this is necessary. I have therefore chosen to reject the financial consequences that would be associated with the Interinstitutional Agreement and have voted against the reports in their entirety."@en1
