The internal market works to the advantage of businesses, big and small, and consumers. The fact is that the internal market has worked to the advantage of developing the GSM system, which has become a world standard. We are very proud of that. But the anomaly is that although our citizens have one of the best – if not the best – telephone systems in the world, both fixed and mobile, nevertheless when they cross a border they are somehow punished for doing so and cannot take advantage of the common market. That is exactly why I thought it was indispensable for the Commission to step in.
I am not the regulating kind of Commissioner; I always prefer the market to solve the problem by itself. That is why the market had been warned a long time in advance. It had been warned by Parliament; it had been warned by the national regulators; it had been warned several times by the Commission, and it did not move. The Commission had to resolve to put a regulation on the table before the first market forces began to move a little in the right direction. I believe that it is time the Commission gave back the advantages of the internal market to the small and medium-sized businesses and to our consumers."@en1
