"We have chosen to abstain in the final vote on this resolution designed to display an opinion. Our basic view is that the Council of Ministers should be a stronger political force than the other EU institutions, since the Council of Ministers represents the Member States in an EU that we see as a form of intergovernmental cooperation. This means that, in our view too, the Council of Ministers should have the right to put forward legislative proposals, just as the Commission has. Nor do we share the view expressed in paragraph B of the draft report, which calls on the Commission to think twice before withdrawing 68 legislative proposals thought not to be in keeping with the objectives of, for example, the principles designed to produce better legislation. We believe, as a matter of straightforward principle, that it is good for the Commission to try to slim down its huge catalogue of legislative proposals at EU level."@en1
