Yes, one needs to draw a distinction, because we are speaking here of deep-sea gill nets, which are normally used very selectively, and therefore we do not want to discourage the use of this type of gear. However, if nothing is done, such fishing for an extensive period of time causes significant damage. Therefore, we want to curtail the abuse of the use of gill nets, not their proper use. So, on the one hand, given that the use of gill nets is quite selective as a gear, we would not want to discourage that; but on the other hand, we certainly want to discourage the abuse of gill nets, as that would create so-called ‘ghost nets’, which continue to be used for fishing for a period of a month or so, causing significant damage to the species concerned."@en1
