I heartily congratulate my Group colleague, Mr Hammerstein Mintz, on this crucial report, as it cuts to the heart of so many of the problems the EU faces today. In Scotland where I come from, as in so many countries the biggest confusion about the EU is the lack of transparency and the feeling that the EU is somehow not accountable; and to my mind all of this stems from the Council of Ministers meeting behind closed doors, often in the dead of night.
For an organisation that talks so much about openness, we see little of it in practice outside of this House, and opening the doors of the Council would go so far towards informing the people of Europe about what is being done in their name. This report is only the start of that process and we must continue to press this crucial issue."@en1
