I am referring to the communiqué issued today by ETA, announcing a permanent ceasefire. We are being offered a glimpse of a future without terrorism. This is a time to act calmly and prudently. It is also a time to remember the victims of terrorism, and there have been many. It is a time for hope, for the uniting of all democratic political forces.
