lpv:translated text	". Strategic Community guidelines are to be adopted for the next financial period 2007-2013, within the scope of the new regulation on rural development. I wish to stress the importance of rural development, especially as rural areas make up 90% of EU territory and 50% of the EU population live in those areas. The purpose of these strategic guidelines is to define the areas in which EU funding can create the most value added at EU level, to translate the main EU priorities into rural development, to ensure consistency in programming with other EU policies, and to support the implementation of the new CAP and the necessary restructuring in the old and new Member States. Like the rapporteur, I support this proposal for a Council decision, as it addresses the need to provide the Member States with clearer guidance on the implementation of the regulation. Nonetheless, special priority should also be attached to modernising the farming and forestry sectors, and to encouraging young farmers and their families not to leave rural areas."@en1
