I voted in favour of the excellent report by my colleague, Mrs McGuinness, on the proposal for a Council decision on Community strategic guidelines for Rural Development (Programming period 2007-2013). In the framework of the common agricultural policy reform, rural development will become of paramount importance for 90% of the European Union’s territory and for 50% of its population. These guidelines are good on the whole, and I am pleased that the European Parliament should be gradually recognising that mountain areas require preferential assistance.
We will need to be very vigilant with regard to the resources - and, more specifically, the financial resources - that will be implemented. I regret that greater emphasis was not given to the need to ensure that the rural territories have an equal chance in the current economic and social competition, for example through the introduction of a policy of large-scale works linked to infrastructure, such as motorways, high-speed rail transport, the airline network and access to ports, as well as through the development of new information and communication technologies. The European Union must guarantee equal opportunities for citizens and businesses wherever they may be on European territory."@en1
