"Mr President, my vote against the Gebhardt report is no reflection on the extraordinary work done by the rapporteur. I truly believe that, faced with an atrocious text, Mrs Gebhardt performed some amazing feats. Despite all her efforts, however, she was unable to contain a liberal upsurge that threatens our entire social structure. With one compromise after another, this abstruse text has become unreadable. Yet, what remains clear to anyone willing to open their eyes is the way in which the Commission has abandoned a desire for harmonisation in favour of a case-by-case regulation of what can or cannot be done on behalf of the general interest.
Without a directive on services of general interest and services of general economic interest, this text leaves grey areas that will open the floodgates to countless legal appeals. Europe is becoming yet slightly further removed from the citizen."@en1
