". Mr President, this is indeed, first and foremost, a debate with the Council. I have to say that I found the Minister’s performance a disappointing one; he has not really answered our question, and that at a time when confidence in the European Union is at an all time low. Tomorrow, Commissioner Wallström will be presenting a White Paper on communication as a means of boosting confidence in the EU, but, in my view, a thousand white papers, or a thousand measures, will make no difference if the European Union fails to spend its funds wisely. That is why I ask you, once again, why you are organising organised irresponsibility here. Why are you, the Council, getting Member States to spend 80% of the European funds instead of ensuring that the individual Member States and regions, where they are responsible for doing so, can say that the funds they are spending are being monitored properly and funds are being spent wisely? I cannot fathom why the Council cannot do as Parliament requires in this respect. I think that you are creating an enormous difficulty for this House."@en1
