"Mr President, I could almost feel my good friend Mr Solana’s pain when you outlined what happened in the first month of this year, imagining that if the rest of the year is going to be like the first month, then it is not going to be easy! But I have another point to make. I think that what you said in essence is that the world in 2006 will once again be confronted with a fundamental choice: the choice between pre-emptive wars or pre-emptive policies. I am in no doubt that what you are saying and what is clear as a result of your experience, is that in 2006 we need pre-emptive policies. The essence of the values of this European Union when it comes to foreign policy is pre-emptive policies. When we look at the instruments which the Commissioner so nicely referred to, it is fair to say that yes, maybe it is the most difficult choice, but yes, it is also the choice which, in historical terms, has shown success. We need to remember that at this difficult time. I want to say to you, Mr Solana, that in Palestine right now there are so many who are taking the lead in the wrong direction and therefore the poor people in Palestine need to have a strong European voice. What you said is correct: we need patience, we need wisdom and we need balance. I was so happy to hear you say that we should not be those who just make Palestine bankrupt, because you and I know that there will be others who will ensure that this will not happen – Iran, Egypt and others. This is not our case and therefore I trust you. We will be on your side ensuring, together with the Commission and President-in-Office Winkler, that Europe will ensure open doors and dialogue and, hopefully, open doors once again over the next three months."@en1
