lpv:spoken text	"Mr President, it is well known that this Parliament struggles to communicate with the people it supposedly represents. I recently talked to a group about how best to solve that problem and they told me that, in general, politicians were seen to be boring, grey and used language that is completely out of date. They kindly made the following suggestion, using the words of a contemporary recording artist, Tony Hatch, on how to make the European neighbourhood policy better understood. They said: ‘Neighbours, everybody needs good neighbours; just a friendly wave each morning helps to make a better day. Neighbours need to get to know each other; next door is only a footstep away. Neighbours, everybody needs good neighbours; with a little understanding you can find the perfect blend. Neighbours should be there for one another; that’s when good neighbours become good friends.’ For all those that know the work of Tony Hatch, they would be very proud of the fact that this was read out here today."@en1
