"May I begin by welcoming Minister Winkler on his first official occasion at Parliament, wishing him and his Government colleagues well during their term of Presidency, and thanking him for his comprehensive reply. I welcome the outcome of the Montreal negotiations, which were relatively successful in the end. However, I would like to address a question to both the Council and the Commission, in relation to the decision which was made in Sydney on 12 January 2006 by the AP6 countries, namely, China, India, South Korea, Japan, the United States and Australia, when they decided that they represent 45% of the world’s population and account for almost half of the greenhouse gas emissions. I wonder, because they are going it alone and there is no mandatory mechanism whereby they must adhere to certain principles, how we will provide leadership in the Council and the Commission to deal with that."@en1
