Before we begin Question Time, I would like first of all to make an announcement and secondly to inform you that, after it, Mr Winkler will be addressing you. In agreement with the Council, we are introducing a new system for Question Time as of today. Details of this system were given to all Members in a Notice to Members dated 9 December 2005. Question Time will now be divided into two parts. During the first part, the Minister responsible for General Affairs will deal with four high-priority questions, to be selected by the President. During the second part, the Minister for Foreign Affairs, on this occasion, will deal with nine questions, specifically questions 5 to 14, which are all topics within his specific area of competence."@en1
