"I have today chosen to vote in favour of the Conciliation Committee’s joint text for a directive of the European Parliament and of the Council concerning the management of bathing water quality. I do so on the basis that this is an issue to which subsidiarity applies, by which I mean that it should be dealt with at local or regional level in this case. Bathing water is an issue that affects many Swedish municipalities that have a huge number of bathing beaches. It is therefore important for the directive not to place a burden of increased bureaucracy on the municipalities. My having, in spite of everything, voted in favour of this draft has to do with the fact that it is in many ways an improvement on the 1976 bathing water quality directive that applies today. Firstly, it is simpler and, secondly, it contains improved health and environmental requirements. A slimmer but more efficient EU needs to look at whether issues such as this should not be passed back to the Member States to be dealt with at national or local/regional level."@en1
