". We abstained from the final vote on the resolution on the financial perspective for 2007-2013, because we do not accept Recital No 4 of the resolution. We believe that the minimum agreement was ultimately a good one for Europe, as it headed off a serious political crisis in the Union, albeit temporarily. The use of the word ‘rejects’ in Recital No 4 conveys the idea to the European public that Parliament is seeking to re-open the financial debate, which as things stand is not feasible, let alone appropriate. Accordingly, we consider the word ‘rejects’ to mean the same as ‘disagreement’, which obviously does not undermine the agreement that was reached."@en1
