"I believe it is important to have a single European market in the defence production and procurement sector, which is vital for the future of the European Union. I believe that the Commission – in the past at least – has given an unreasonably generous and wide interpretation of Article 296. Could you say whether you would narrow that interpretation in future? Most importantly, if you do not have it, will you do an estimate at Commission level of the costs of not having a single market in the defence sector, in terms of the costs of purchases from overseas that might have been purchased in-house and the costs of having a fragmented and divided defence market in Europe with batch production rather than mass production?"@en1
