"Mr President, that there are problems in certain European ports is not a matter of doubt; what is less certain is that the present Commission proposal will do an adequate job of addressing them. Adopting a number of amendments will not change this fundamental issue either. Given, to some extent, the growing resistance to the implications of this proposal among those involved, I would ask you to reconsider whether this measure is needed at this moment in time. In my view, this proposal is not the right action at the right time despite the imminent arrival of the services directive. Sectoral legislation for ports is welcome, and rules on state aid in ports are necessary. This proposal, however, is not equal to the task of standing up to existing problems without imposing excessively administrative and organisational burdens. I would therefore urge my fellow Members to reject this proposal and would ask the Commission to table a fresh, more focused proposal, together with a proposal for the regularisation of state aid in ports. I warmly support the amendments that serve this purpose."@en1
