"Mr President, ladies and gentlemen, Commissioner, I would like to begin by congratulating Mr Catania on his excellent report, which I support fully. Ladies and gentlemen, it is true that there is no longer a European but it is also true that we Europeans have decided to share a common destiny and that strengthening and developing European citizenship will undoubtedly contribute to our feeling increasingly more involved in the European project that we are implementing. We should remember, though, that millions of our fellow citizens live outside of the Union’s territory − almost one million Spaniards alone − and we should also remember that, regardless of our places of birth or residence, we are all equally European. There cannot be first- and second-class Europeans. I myself am the son of emigrants and I have spent most of my life outside of the Union’s borders. I have first-hand knowledge of how important it is to maintain a link with the country of origin and how necessary it is to bring the Union closer to the Europeans living outside of its territory as well. We must ensure that the rights that come with this citizenship are guaranteed for Europeans living in Switzerland, Argentina or any other part of the world, just as they are guaranteed for Europeans resident in France, Germany or any other State of the Union. In its White Paper on the development of citizenship, therefore, the Commission should provide for all appropriate measures to improve the conditions for exercising these rights and to guarantee that they become fully effective outside of the Union too. Mr Catania, I would like to thank you for having accepted the amendments that move in that direction and I hope that the Commission will take account of this House’s requests."@en1
