"In spring 2006, the European Commission will submit to the Council its Final Opinion on the accession of Bulgaria and Romania in January 2007. The accession of these countries depends on their ability to meet the commitments made in the accession treaty. If they cannot, the safeguard clauses delaying accession to 2008 could be invoked. Although the reports relating to the readiness of Romania and Bulgaria stress how much progress has been made, particularly in terms of the market economy, it is clear that the pace of reform needs to be increased, particularly in Romania, in order to strengthen the administrative and legal system, fight corruption, integrate the Roma and improve border controls. Worrying delays have also been observed in implementing the in the areas of agriculture, public contracts and the environment. This enlargement faces the European Union with a twofold challenge: we must not disappoint the Bulgarian and Romanian citizens who have great hopes for this accession; but at the same time we need to explain to our citizens, at a time when the European Union is going through a major political and budgetary crisis, the good reasons for this enlargement, which is opposed by the large majority of public opinion."@en1
