lpv:translated text	"Mr President, the United Kingdom’s assumption of the EU Presidency meant that there was a chance that this bureaucratised and inefficient organisation would take the first step on the path towards major reforms, and that the voices of the smaller or less-developed Member States would be no less audible that those of the large Member States. Six months ago in this very Chamber, the British Prime Minister said that we should forget about national egotism if we want to transform Europe into a politically credible and economically competitive continent on the basis of solidarity. Now that the British Presidency is coming to an end, it is apparent that this was merely brilliant rhetoric. It is highly unlikely that the EU will gain a modern and development-focused multi-annual budget in the near future. It is equally unlikely that there will be any change to the way in which decisions are taken on matters that involve the 25 Member States. The EU will continue to be governed by means of opaque negotiations conducted by the powerful Member States, during which the weak Member States are expected to keep quiet or nod in agreement. The new Member States, which were accepted into the EU ‘as a favour’ even though they pay their way in full, are otherwise accused of being ungrateful, or they are told that, in the words of the British ambassador to Warsaw, and I quote, ‘life is brutal and full of traps’. We cannot consent to an EU of this kind."@en1
