"Madam President, I am responsible in the Committee on International Trade for the proposed revision of the human rights clauses in partnership and trade agreements. Words are not enough; we need action. Far too often, the Council and Commission are not prepared to trigger the use of these clauses to pressurise third countries to address legitimate concerns. Can the Council and Commission look at the step-by-step ratcheting-up of pressure that can be built into a new, revised human rights clause?
The second point is that sometimes process failures interfere with product outcomes. We welcome the human rights dialogue with China and Iran. For two years the EU was the only place in the world that had a human rights dialogue with a deeply unloved regime in North Korea. Then the Council sponsored a resolution condemning North Korean human rights in Geneva without informing either the North Koreans or the Commission. As a result the dialogue was suspended. This year, we sponsored a new resolution on the ground that we have to have a resolution: we have no dialogue; we fail to recognise that we have no dialogue because we had a resolution."@en1
