‘Equal opportunities for all. Towards a just society.’ Who would dare speak out against such a report? It ought even to attract steadfast unanimous support with a title like that. The problem is this: where equal opportunities and the fight against discrimination are concerned, we are constantly trying to outdo ourselves. Does this report really add anything new aside from the usual litany of concepts and slogans relating to conventional egalitarian thinking and to non-discrimination?
In fact, the rapporteur proposes the creation of a European Year of Equal Opportunities for All in 2007, which would be a ‘genuine tool for raising awareness among, and providing information to, the European public’. What a departure! Once again, equality is provided for through force and through the introduction of quota systems and of positive discrimination. We cannot go along with that because it is a question here of the very denial of equal opportunities and equal treatment. We are also against the European Union being able to impose sanctions in the event of a Member State not complying with the provisions laid down in a Community directive. It is a question here of national powers and sovereignty in criminal matters; these cannot be restricted or delegated."@en1
