"Mr President, it is evident that good policy, of the kind that benefits the European public, results where the European Parliament possesses powers of codecision and that difficulties arise whenever the Council puts national interests first. It is also apparent from the current debate that this House was very far-sighted in European agricultural policy and in initiating the reduction in export subsidies. In Cancún, it was at the behest of the European Parliament that Mr Fischler and Mr Lamy proposed that these export subsidies be suspended outright. We have also used the budget and codecision to foster rural development and to qualify the agricultural policy. Certain governments – the British one in particular, which is now proposing cuts – should take good note of the fact that this rebate will nullify the House’s qualification, in part through budget policy, in this area, and put the brakes on a modern agricultural policy founded upon rural development, which will be particularly to the detriment of the new Member States of the European Union."@en1
