". Mr President, I would like to take this further opportunity to refer specifically to the report by Mr Kristovskis. I believe that the issue of weapons of mass destruction genuinely deserves special attention, particularly in view of something that has already been said: if we want to have credibility on the international stage, particularly in this field, the European Union must begin to offer an example. The report points clearly to the need to highlight the role of nuclear disarmament and to make a success of the demands of the Non-Proliferation Treaty. I believe that this is an issue on which we must increasingly insist. Secondly, however, we must also remember another point: there are certain NATO countries, including the United Kingdom and France, which, ignoring the situation, are initiating what could be a new nuclear arms race. We must warn that this constitutes a risk that must be reduced, and we must be consistent, from this point of view at least. I would finally like to draw the attention of this House to one issue: the recent news that United States troops have used white phosphorous in the streets of Fallujah. If this is the case, I believe that it is a clear violation of certain key principles that must be respected and which this report demands to be taken into account."@en1
