"I thank the President-in-Office. Let me say what an enormous relief it is to have a few minutes of not debating REACH in endless groups around this Parliament – a few minutes only, I fear. I see that Mr Kirkhope is not here, but I am conscious that he raised this issue in an earlier debate. I should like to personally thank the President-in-Office for his efforts in this matter. I recognise that he is doing what he can to promote the agenda. I have here a copy of a letter from Mr Rasmussen, the Prime Minister of Denmark, stating that he supports a change in the rules of procedure. I suspect that similar letters could be obtained from Estonia and Sweden to start off with. We already know the British position. That is four votes and you need only another nine. I know the Council prefers to do things by consensus but in order to achieve something of real substance – a real change – should the Presidency not push this to a vote at the next General Affairs Council and name and shame Member States that do not support this position?"@en1
