All governments face the challenge of dealing with the current unprecedented threat of global terrorism. However, there is no choice to be made between security and human rights. Without security there are no human rights, and without human rights there is no security.
Following the attacks in London on 7 July this year, the Council held an extraordinary meeting on 13 July. At this meeting the Council adopted a declaration on the European Union response to those terrible bombings. In the declaration the Council made it clear that, and I quote directly: ‘the attacks are an affront to universal values on which the European Union is based. Central to those values is a commitment to democratic and open institutions and societies governed by the rule of law within which people of all faiths and backgrounds can live, work and prosper together. The terrorists who reject that commitment and seek to use violence to impose their ideas will be defeated’. They added thereafter that the European Union was strengthening, and again I quote directly: ‘its commitment to combating terrorism and upholding the fundamental principles of freedom, security and justice’."@en1
