"May I just thank the Presidency for its answer and urge it to persevere. If we manage to find a solution to this issue which has beleaguered the Union for many years, we will be making a notable contribution to our endeavours to regulate better. So much now comes to three readings each in Parliament and Council that really ought to be delegated to the executive. But we will not delegate unless we have the guarantee that we can, if necessary, call things back, in the same way that the Council can. Equality between Parliament and Council is the key to this. If there is better opportunity for scrutiny, we will in turn be willing to delegate much more readily."@en1
