"I wish to follow Mr Martin’s observation to the Presidency-in-Office, because the President-in-Office used the expression ‘has brought no credit to the European Union’, as if somehow the European Union is a different institution from our national institutions. I simply should like to emphasise the fact that the reason the Court of Auditors has found it difficult to sign off the accounts is not because of corruption in the European Union – as distinct from the Member States – but because the Member States do not assist the European Union to give the sort of valid accountancy that the Court of Auditors and EU institutions require. I wish to ask the President-in-Office to give the public confidence that, of course, we must be scrupulous; but it is not somebody else’s fault: it is our Member States’ fault."@en1
