"Mr President, the Council made a good decision on 3 October in favour of an arms embargo. Uzbekistan does not need any weapons, which may be used to oppress its own population. It is good that we are now demanding that an independent investigation be carried out into what happened in Andijan. The media are tightly controlled, and the opposition and members of popular movements are prevented from meeting. The demands we are making of President Karimov should not be so difficult to fulfil. He needs only to comply with his own country’s constitution, which states that freedom of movement, association and assembly must prevail and that the courts must be independent. It is not unreasonable to demand that a president comply with his own country’s constitution, and that is what we are demanding in this Chamber today."@en1
