"Mr President, urban development quite properly does not fall within the direct remit of the European Union, though in nation states it is substantially influenced by regional and other policies from Europe. Under Urban II in my constituency in Northern Ireland, we benefited from a very worthwhile programme in North Belfast. However, with Urban II coming to an end, a similar need in highly deprived areas in East and South Belfast remains unmet. These are some of the areas which featured most prominently in recent street disturbances and which show high levels of deprivation and neglect. They need far-reaching and tangible help. I note in terms of the future that the legislative proposal for regional policy from 2007 explicitly embraces an urban dimension and, within the competitiveness and employment objective for which my region will qualify, there is a commitment to concentrate on areas which have the most serious problems. Thus, in terms of those deprived areas of Belfast that I have mentioned, I certainly will be looking for a meaningful programme of assistance."@en1
