"Mr President, as my good friend and former colleague Stefano Manservisi is in my office, I will of course begin by praising this report. I wish to raise five points. Firstly, the EU is Africa’s most important supplier of aid, and that is how it should be, for historical reasons. The fact that we have 26 different development policies, however, tends to hamper efficiency. We need to combine forces and invest our efforts in one common development policy, which is also something the Commission is in favour of. Secondly, I would like to say that the ‘Euro-Africa Pact’ proposed by the Commission in its communication seems like an excellent idea. It should be based on an equal partnership between the European Union and the African Union. Thirdly, I want to say that the World Trade Organisation’s Doha Round of talks now in progress needs to achieve results that will improve the Africans’ chances of operating in global markets. This means putting an end to protectionist customs duties and export restitutions, for example, in agriculture. Fourthly, I want to say that peace, stability, healthcare and good governance are priority goals for many still unstable African countries. Finally, I want to say that it is ultimately the Africans themselves who are responsible for development in Africa. With this in mind, initiatives such as NEPAD – ‘The New Partnership for Africa's Development’ – are of crucial importance and very worthwhile. I therefore support the Commission on this issue."@en1
