"Where this report was concerned, I voted against, or abstained from voting on, quite a few parts to do with Parliament’s competence. The report contained quite unnecessary references to the Constitution, which is now defunct. I believe that a certain freedom to pursue one’s own financial policy is important, especially so as to be able, in sparsely populated districts, to contribute to credit guarantee associations capable of bringing about cooperation at local level. I abstained in those cases where perfectly sensible demands were being made in terms of Parliament’s working conditions but where unnecessary references to the Constitution had been slipped in."@en1
