This is an important and welcome report as it allows directly-elected representatives at the European Parliament to have their say on a crucial Civil Liberties issue following the political agreement reached by the Member States governments in Council.
I sympathise with the Rapporteur's view that international standards for the protection of refugees (including the 1951 Geneva Convention) should not be undermined and fully endorse the role of Parliamentarians in scrutinising the amendments proposed by the Council. Nevertheless, given the fast changing international climate, the need for some flexibility to be retained at the national level in the listing of 'safe third countries' leads me to abstain on aspects of this report. It is clear that we need a fair yet workable approach to the management of asylum, one which is sensitive to the needs of those fleeing political persecution, whilst guarding against possible abuse by others who do not have a legitimate claim. I therefore welcome the steps taken by Council towards an integrated approach to asylum policy and look forward to further constructive proposals in this sensitive area."@en1
