One of the basic rules that has long been taught by economists is that the cost of levying a tax should be lower than the money accrued. That goes without saying. There is another rule, however, which is that the payment of taxes should be as simple as possible, so that the cost of the tax is not pushed up by a ‘bureaucratic tax’, which is both short-sighted and, more to the point, inefficient. In this context, I welcome the initiatives aimed at simplifying the processes of charging, paying and refunding VAT."@en1
