lpv:translated text	". This report addresses the surplus resulting from the execution of the budget for 2004. The under-spend of payment appropriations is one of the principal components in the final balance of the 2004 budget. Compared with previous years, the implementation of Structural Fund programmes has improved considerably. Yet the challenges now facing the EU cannot justify this underspend. This is particularly true of pre-accession aid, which we feel could raise serious problems in the near future. It is therefore of crucial importance that the Commission improve its implementation in 2005, so that results show a significant reduction in the Union’s surplus. To conclude, I voted in favour of the Garriga Polledo report, as I had no objections to any of his pertinent observations."@en1
