"Madam President, in the budget before us there is a clear discrepancy between the aspirations and the rhetoric of the Union in the area of employment and social affairs. It also reflects the mid-term review of the Lisbon Strategy and the funds involved in its implementation. Whilst I welcome the Commission’s decision to bring forward the pilot project of the European Year of Workers’ Mobility, I was sorry to learn that at first reading the Council cut the appropriations proposed in the preliminary draft proposal by EUR 2 million. Given that the budget is already low, this reduction amounts to a glaring lack of political will to make this pilot project a success story, rather than merely a desultory campaign. I also regret the paucity of appropriations for EURES, the essential instrument for developing the single European labour market, which is tantamount to discrimination in relation to the amounts requested and obtained by Parliament this year. The funds earmarked for social dialogue have also been cut in relation to the preliminary draft proposal, which runs counter to Parliament’s position. What is more, the European Social Fund has also seen its proposals reduced. At this rate, how can we hope to establish a more social and more competitive Europe? No chance!"@en1
