The purpose of the Commission’s proposal is to introduce the obligation electronically to record and report information on fishing activities, whereby Member States will be required to equip their fisheries monitoring centres with technology that is compatible with the remote-sensing vessel detection system (VDS). Furthermore, vessels larger than 15 metres must be equipped with an automatic localisation device which makes it possible to survey their fishing activities through a satellite-based Vessel Monitoring System (VMS). The aim is to meet the control and management goals pursued by the reform of the common fisheries policy in 2002. We have always had our doubts about the introduction of this system, from the point of view of both respect for sovereignty and the cost and effectiveness of such a system. The results of the implementation of the pilot project entitled Improving Fisheries Monitoring through integrating Passive and Active Satellite-based Technologies (IMPAST) at national level has confirmed our fears as regards the efficacy and the cost-effectiveness of the system, regardless of the Commission’s overall assessment. In any event, it is crucial not only that the implementation of the system takes account of the specific characteristics of the different fleets and Exclusive Economic Zones, but also that Community financing be made available to support the spending on investment and training involved."@en1
