"Mr President, the Saïfi Report was on the voting list for this evening rather than for midday. It was, however, dropped at midday, and that after the voting was already over and many of us had already left the Chamber. On re-reading the Rules of Procedure, it is quite clear to me that Article 170(4) states that the deferment of a vote may be moved before the vote takes place. It follows that Mr Schulz could now move that the Saïfi Report be deferred, but the reason why he cannot do that is clear to see, for he is obviously not even here. It is my view that we can no longer accept the Rules of Procedure being used in this way. The report could have been voted on now, but the reason why it was not scheduled to be voted on this evening was that there would have been a clear majority in favour of voting on it, for those who are present now are the ones who work right up to the last minute. What happened at noon today was the action of those who are too lazy to stick it out right through to the end of the sitting."@en1
