". The European Democrats and many others within the PPE-DE Group fully supported the joint motion and acted to oppose negative proposals, which were then withdrawn. We regret the fact that this issue was unnecessarily brought before the House at this stage. We confirm our commitment to the early enlargement of the EU to include Bulgaria and Romania and to welcoming parliamentary observers from these countries in September. This is as soon as possible after signature of the Treaty of Accession, in accordance with precedent. We all recognise that much still needs to be done if Bulgaria and Romania are to be ready for accession on time. But at this stage it is most unhelpful to talk of delay and prematurely to raise the spectre of safeguard clauses. In this regard we reiterate the need to ensure that each country is dealt with on its own merits. The elections in Bulgaria on 25 June produced an unclear result. It is most important therefore that a stable and broad-based coalition Government, with strong elements of continuity, is put in place as soon as possible to implement the necessary programme of modernisation and reform with urgency and effectiveness."@en1
