". I have voted in favour of my fellow MEP’s, Mr Bowis’s, excellent report on patient mobility. It is a document that points out a number of obvious facts: health care is a priority issue in the Europe of 25, since 10% of national GDPs is dedicated to it. Health care is, in essence, a national policy, the great fabric of social cohesion, which is today faced with two major challenges: ensuring that every citizen has access to treatment and managing the explosion in health care budgets in the majority of the Member States, such as Belgium. The specific nature of health care services justifies, in my opinion, removing health care from what is known as the Bolkestein Directive on services, as provided for by paragraph 4 of the resolution. Health care policy must naturally be extended to European level. That means that patient mobility must be promoted in the same way as that of citizen-tourists, students or businessmen. That justifies the implementation on the ground of the European Health Insurance Card. Launched in 2004 to replace the E111 form, this device is intended to allow citizens, in all cases, to assert their rights to health insurance in a simple and effective way."@en1
