". Mr President, we are grateful to the rapporteur for the provisional inclusion in his report of one of the most important recommendations made by the Committee on Budgetary Control. It recommended that the highest political authority in a Member State be required, every year, to approve the budget and certify expenditure, both beforehand and afterwards. That is important, for it is in the Member States that the key expenses are incurred. In addition, we are all aware of the fact that the European Court of Auditors has, for the past ten years, declined to issue a positive Statement of Assurance. The second important point that the Committee on Budgetary Control would like to make is that, although we have a budget, every year we are well behind in terms of expenses. These are known as Commitments Outstanding and we consider it therefore vital that the N + 2 rule should remain in place. It is unacceptable for Member States to make advance payments and subsequently for the Commission to be at a loss as to how it can spend them."@en1
