lpv:translated text	"Mr President, ladies and gentlemen, in the fight against terrorism it is important both to combine forces at national level and at the same time enhance cooperation between the institutions of the Union. It is not enough to react to terrorism with the police and intelligence services working closely together, although they are, of course, crucially important. The fight against terrorism is fundamentally linked to measures that already help to reduce our society’s vulnerability. An example might be ensuring the security of industrial activity and effective cooperation and exchange of information in the emergency services. Acts of terror are tragic and, as their name suggests, they are designed to spread fear and panic. For that reason, European societies have to be made stronger from within, in terms of their structures and culture in relation to action, and become societies where there is less potential for terrorism. Administrative transparency and the awareness of citizens of their environment, including its risks, are of central importance. We must also be able to act correctly and effectively in emergency situations. The vulnerability of the infrastructure needs to be lessened through determined action, and the exchange of information within the administrative sectors regarding evident risks needs to be increased. It is vitally important that research in the EU is developed in the appropriate manner to support the fight against terrorism. We must ensure that the Union’s research efforts in the area of internal and external security are sufficiently in dialogue with one another. Effective counter-terrorism measures can only be successful when they combine the best European expertise, research into the defence and the emergency service sectors, and other security-related research."@en1
