". In my capacity as a Member of the Transport Committee, I 100% support the Koch report which seeks to make it compulsory for all vehicles – minibuses, buses, coaches, light commercial vehicles and lorries – to be equipped with seat anchorages and head restraints. The implementation of such safety systems in all vehicles will come into effect from 2006 onwards. I think this directive is well over due. It is deeply regrettable that for many transport users in Ireland, as I am sure in other Member States, this is a measure that has simply come too late. Unfortunately, too often the stimulus for improving road and transport safety comes from devastating lessons that are hard learned from the past."@en1
