"Mr President, Commissioner, I wish to thank my honourable friend, Mrs Gál, for her report and to say that we are delighted to see that the question of promoting and protecting human rights is increasingly the subject of consultation between the Union's institutions. The establishment of the Fundamental Rights Agency could certainly be dealt with positively and without too many problems, if we considered that it really might help to serve the purpose for which it is being created. Nonetheless, we believe that there is always the real risk, on account of its plethora of duties, of the Agency's becoming non operational and inefficient. The proposal to transfer the Centre on Racism and Xenophobia to this Agency may weaken its present remit. It will not be easy to achieve the independence of the Agency, which must always be in a position to safeguard the balance between security and human rights. However, the protection of human rights can be achieved not merely by creating competent agencies but, above all, through a real change of policies in a way such that racism against foreigners is not fostered, the strengthening of a police regime is not supported and, in general, its citizens' and everyone's rights are not undermined in the name of security. In the hope that this will be guaranteed, we shall vote in favour of the proposal."@en1
