". As we know, the Aarhus Convention entered into force on 30 October 2001 and 19 out of the 35 parties to the Convention are EU Member States. These countries therefore have a special responsibility to create the mechanisms needed to implement it. Accordingly, at the second meeting of the parties, due to take place in Almaty, Kazakhstan between 25 and 27 May 2005, measures must be taken that pursue the legislative work leading to the implementation of its proposals. In common with the rights already enshrined in the Convention, it is also important to lay down precise provisions ensuring that the public is properly involved in the decision-making process concerning GMOs, and directives guaranteeing public involvement in international fora. Those provisions and directives will act as an instrument, by means of which the parties can improve public participation, at regional and global level, in other conventions and treaties dealing with issues relating to the environment."@en1
