"Question No 14 by Diana Wallis () Member States have agreed two fundamental international instruments for the protection of children and their families. One is Council Regulation (EC) No 1347/2000concerning jurisdiction and the recognition and enforcement of judgments in matrimonial matters and matters of parental responsibility. The second is the 1996 Hague Convention which deals with issues of parental responsibility in relations between EU States and third countries. As complementary instruments, it was intended that they both enter into force around the same time. Member States were due to deposit their instruments of ratification before 1 January 2005. Can the Council confirm that this is being blocked by the UK and Spain concerning the application of the Convention to Gibraltar? Will the Presidency outline the steps that it plans to take to address this problem, in the interests of providing a legal framework for cases of child abduction between the EU and third countries?"@en1
