Rich countries of the world agreed in 1970 at the UN General Assembly to reach 0.7% of GNI as foreign aid, at the latest by 1980. Twenty-five years after this deadline, only five countries have reached this target, four of which are EU Member States. Many other countries have broken their promises in relation to eradicating poverty. For example Ireland has abandoned its plans to reach the target of 0.7 per cent by 2007.
