". I believe that we must amend the 1993 working time directive so that it may better fulfil the realities of today’s world. It will, however, have to ensure a high level of health and safety protection for workers, offer businesses greater flexibility in how they manage working time, and allow greater reconciliation of work and family life. That sounds as though we want to put a square peg in a round hole. I feel that our contribution should allow the reference periods to be lengthened. I am in favour of annualisation, which can also affect workers and which will enable us to accommodate fluctuations in demand, particularly seasonal fluctuations. With regard to on-call time, I could have lived with the Commission’s proposal respecting the subsidiarity principle, because it stipulates that the inactive part of on-call time is not considered working time, unless national law or a collective convention insists otherwise. Finally, I believe that keeping the opt-out is at odds with the aim of the directive."@en1
